Knightdale quorum failure pushes three hearings to October 21
Knightdale’s Town Council did not hold its regular meeting on Wednesday, September 16, 2026. The meeting was canceled “due to a lack of quorum,” according to an update posted that day on the town’s Faison Reserve project page, and the three public hearings on the agenda now move to Wednesday, October 21, 2026, at 7 p.m. at Knightdale Town Hall, 950 Steeple Square Court.
The town’s public hearing page lists all three cases with the September 16 date marked “Canceled” and a rescheduled date of October 21. Two are development agreements for subdivisions the council has already rezoned. The third is a voluntary annexation. Together the two subdivisions total 355 homes on about 110 acres in Knightdale.
The cases moving to October 21 are:
- ZMA-1-25, the Faison Reserve development agreement, covers a 184-home project on Old Faison Road.
- ZMA-7-24, the Hopkins Farm development agreement, covers a 171-home Lennar project at 8501 Poole Road.
- AN-4-26, the Aria Village voluntary annexation, has Dylan Eure as staff contact and no other detail on the hearing page.
Faison Reserve: 184 homes on Old Faison Road
Lock7 Development, on behalf of G&F Properties, LLC and Marlowe & Moye, LLC, is the applicant for Faison Reserve, according to the town’s project page. The project covers two parcels of about 57.81 acres on the north side of Old Faison Road between Pleasant Colony Drive and Woodfield Lane. The rezoning took the land from the Rural Transition district to an Urban Residential planned unit development and allows 184 single-family homes and townhomes plus future commercial uses.
The project page gives this timeline:
- Virtual neighborhood meetings were held October 13 and October 20, 2025.
- The Town Council and Land Use Review Board held a joint public hearing on February 19, 2026.
- The Land Use Review Board recommended approval on March 9, 2026.
- The Town Council approved the rezoning and master plan on April 15, 2026.
- Construction drawings were submitted July 30, 2026, and are under review.
The development agreement is a separate step from the rezoning. The project page says the agreement sets the terms, expectations and commitments of the development going forward. The council first scheduled a hearing on it for August 19, 2026. At that meeting, the page says, the town and the developer asked for a continuance so they could finish the details of the agreement. That pushed the hearing to September 16, and the quorum failure pushed it again to October 21. Gideon Smith is the staff contact for the case at 919-217-2245.
Hopkins Farm: Lennar’s 171 homes on Poole Road
McAdams, on behalf of Lennar Corporation, applied to rezone one parcel of about 52.5 acres at 8501 Poole Road, according to the town’s Hopkins Farm project page. The rezoning moved the land from Rural Transition to a GR8 planned unit development. The plan has 171 homes, split between 102 single-family detached houses and 69 townhomes.
Hopkins Farm is further along than Faison Reserve. A virtual neighborhood meeting was held March 27, 2025, the joint public hearing was July 17, 2025, and the Land Use Review Board took it up August 11, 2025. The Town Council approved the project at its September 17, 2025 meeting, and the approved master plan and PUD document on the project page are dated September 24, 2025. The page’s document list includes a second construction drawing submittal. The Hopkins Farm page itself has no entry about the development agreement or the October 21 hearing; that date appears on the town’s public hearing page.
Aria Village and the rest of the September 16 agenda
The public hearing page gives no acreage, location or petitioner for Aria Village. The town’s annexation page says a petition for voluntary annexation must be signed by the property owner and come with a metes and bounds legal description and a survey. Contiguous annexation, for land already touching the town limits, is the most common form. The same page says the town is not pursuing any town-initiated annexations.
The three hearings were not the only items on the September 16 agenda. An agenda summary published by NewsBreak, drawn from the town’s meeting portal, lists these other items that did not get a vote:
- The consent agenda included minutes from August 19 and September 8, 2026, a text amendment on advisory boards, budget amendment 2027-02, a resolution setting a public hearing on an annexation agreement with Wendell, and an installment financing agreement with Pinnacle Bank.
- New business included a Vision Zero communications plan, a quarterly transportation update and an interlocal agreement for a Knightdale Boulevard corridor study.
The town has not posted which of those items will appear on the October 21 agenda. The financing agreement’s amount and purpose are not in the summary.
Who sits on the council and how to comment
The council has six members, according to the town’s Town Council page: Mayor Jessica Day, Mayor Pro Tem Steve Evans and councilors Latatious Morris, Ben McDonald, Stephen Morgan and Grady Bussey. The town’s council meetings page says the body holds a work session on the first Monday of each month, a regular meeting on the third Wednesday and, when needed, a joint public hearing with the Land Use Review Board on the third Thursday, all at 7 p.m. at Town Hall.
The October 21 regular meeting is on the town’s calendar for 7 p.m. at Town Hall, 950 Steeple Square Ct. Residents who want to speak at a hearing sign a form at the entry table in the council chambers, according to the public hearing page. Written comments go through the town’s public comment form up to 24 hours before the meeting.
